Constitution
1. This is the constitution for Killearn Primary School Parent Council.
2. The objectives of the Parent Council are to:
- Pursue common issues raised by parents
- Explain school policies etc to parents
- Contribute to school policy & decisions
- Consult on school policy & decisions
- Suggest sources of help to parents with individual issues
- Liaise with Balfron High School, Stirling Council etc
- Ascertain & represent parents’ views
- Contribute knowledge / skills to the school
- Inform parents about events etc which may interest them
- Support Pupil Council objectives
- Encourage parent participation in school events, study topics and classroom activities.
3. Each class in school including the Nursery will be represented on the Parent Council. The Head Teacher, and any other member of teaching staff as decided by the school, will also be a co-opted member
4. Any parent of a child at the school can volunteer to be a member of the Parent Council. Each member will serve for a period of one year, after which they may put themselves forward again if they wish.
5. In the event that the number of volunteers for any class exceeds the number of places required on the Committee, members will be selected by a ballot of parents from that class. Anyone not selected to be a member of the Council may be offered the opportunity to be part of any sub-groups set up by the Council
6. The Chair, Secretary and Treasurer of the Council will be agreed by the Parent Council members immediately following its formation. Office Bearers will be selected for one year at the annual meeting of the Parent Forum. No Office Bearers shall receive remuneration of any kind for their work or time.
7. The Council may co-opt members from Community Groups and the PTA to assist it with carrying out its functions. These co-opted members will not have voting rights. Co-opted members will be invited to serve for a period of one year, after which time the Parent Council will review and consider requirements for co-opted membership.
8. The Parent Council is accountable to the Parent Forum for Killearn Primary School and will make a report to it at least once each year on its activities on behalf of all the parents.
9. If 10% of members of the Parent Forum request a special general meeting to discuss issues falling within the Council’s remit, the Council shall arrange this. The Council shall give all members of the Forum at least 2 weeks notice of the meeting and, at the same time, circulate notice of the matter, or matters, to be discussed at the meeting.
10. The Annual Meeting will be held in August/September of each year. A notice of the meeting including date, time, and place will be sent to all members of the Parent Forum at least 2 weeks in advance. The meeting will include:
- a report on the work of the Parent Council and its sub committees
- selection of the new Parent Council
- discussion of issues that members of the Forum may wish to raise
- approval of the accounts and appointment of the auditor
11. The Parent Council will meet at least twice in every school term.
12. Should a vote be necessary to make a decision, each Parent Council member will have one vote, with the Chair having a casting vote in the event of a tie.
13. Any 2 members of the Parent Council can request that an additional meeting be held, and all members of the Parent Forum will be given at least 2 weeks notice of date, time and place of the meeting.
14. Copies of the minutes of all meetings will be available to all parents of children at Killearn Primary School and to all teachers at the school. Copies will be displayed on school noticeboards, school website, available from the Secretary of the Parent Council and in the Parent Council Minute folder in the school office.
15. Meetings of the Parent Council shall be open to members of the public, unless the Parent Council is discussing an issue which it considers to be confidential. In such discussions, only members of the Parent Council and the Head Teacher, and his or her representative, can attend.
16. The Parent Council shall be responsible for ensuring that all monies are used in accordance with the objectives of the Parent Council.
17. Should the Parent Council cease to exist, any remaining funds will be passed to the education authority to be used for the benefit of the school, where this continues.
18. The Parent Council may change its constitution after obtaining consent from a majority of the Parent Forum at any time. In order to disband the Parent Council a majority vote at an AGM or EGM shall be required. The Constitution will be reviewed at the end of the first year.
